Yadro, GS Group and other manufacturers have warned about the risk of material shortages for printed circuit boards

The largest Russian manufacturers of printed circuit boards have reached out to the Ministry of Industry and Trade requesting a relaxation of the new localization requirements. According to «Kommersant,» the industry is concerned that the mandatory shift to domestic materials will lead to raw material shortages, price increases, and supply chain disruptions.

The initiative was put forth by the ANO «Consortium of Printed Circuit Boards,» which includes Yadro, GS Group, «Rezonit,» «Tekhnotekh,» and other companies. The manufacturers propose that the use of Russian materials should not be made a compulsory condition for recognizing a printed circuit board as domestic until at least three to five reliable suppliers emerge for each key component.

Instead of a strict requirement, the consortium suggests a transitional scheme: additional points should be awarded for using Russian materials, while the status of domestic products should primarily be determined by localized technological processes and already verified components.

The changes pertain to government decree No. 719, which sets the rules for including electronics in the register of Russian products. The new system is intended to encourage the use of domestic raw materials; however, manufacturers believe that the market is not yet ready for this shift.

The main issue lies in the economy. Industry participants estimate that materials account for over 40% of the production cost of printed circuit boards, with some Russian alternatives costing two to eight times more than imported ones. The company Fplus also notes that Chinese boards and materials are currently on average 40-60% cheaper than their Russian counterparts.

Manufacturers also highlight another problem: certain materials claimed to be Russian are produced using imported raw materials and semi-finished products. Moreover, the industry has faced instances where the actual characteristics of such materials did not match the stated specifications.

The situation is exacerbated by sanctions and challenges in international logistics, which have made the supply of imported raw materials increasingly unpredictable. Market participants identify the fourth quarter as particularly sensitive—a traditional peak period for electronics production in Russia.

By the end of 2025, the Russian market for printed circuit boards amounted to 123 million square decimeters, yet domestic enterprises produced only 29.8 million—approximately 24% of the total volume. Since printed circuit boards are utilized in nearly all modern electronics, any disruptions in their production could affect a wide array of devices—from servers and industrial equipment to household appliances and consumer electronics.
